Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 13th January. 2026 at 7.30pm 
 
Present: Cllrs. P Rickett (Chair); C. Henderson,   V. Claricoates, J. Pepper,   H. Mason,   & C. Pursey
Also present:  Cllr B. Robinson (LCC)
Apologies: Cllr Osbourne, Cllr Parkinson– reasons accepted.  Cllr D. McNally (ELDC)

Chair welcomed everyone to meeting and wished all a Happy New Year.
 
66.25 – Apologies – See above, (reasons accepted)
 
67.25 - Open meeting for Members of Public
No members of public present.
 
68.25 – County Councillor and District Councillor Reports 
Cllr Robinson reported that he was closely monitoring the state of the A1031 and that it is planned to renovate it in the early part of the next financial year.  Repairs currently undertaken are temporary and users are recommended to take caution.  Repairs are bad, workers have been seen putting tarmac straight into holes full of water.  Continue to report on Fix My Street.
Bull Bank is still closed, they hope to complete by 9th Feb.
Cllr Robinson was asked about an issue a parishioner brought up a  couple of meetings ago with the level between their driveway and the road, although visibility has been improved it is still very unsafe.   Cllr Robinson to get it looked at again, a mirror has been suggested.
The puddle outside the school gate was also brought to Cllr Robinsons attention.
 
Cllr Rickett reminded everyone to renew their green bin subscription, still good value despite £3 increase.
He also reminded everyone to be aware of the dangers of icy ponds and dykes.
 
69.25– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

70.25– Minutes 
The minutes of the previous meeting (18.11.25) were moved signed.  Pink minutes also approved and signed.
 
71.25 - Matters Arising 
Dyke in Glebe Field – Landlord rep met with tenant on site, unfortunately although invited no one free to attend from PC, and discussed problem.  Tenant agreed to try and clear some of the blockage but would not be able to clear road side.  Cllr Robinson to investigate this as dyke has frontage on highways, also there is the possibility culvert under road has collapsed.
Christmas tree lights turn on – successful, Internetty to be thanked for use of their electric hook up.
Redecorate meeting room – no quotes yet.
 
72.25 – Financial 
Financial statement approved and bank statement  signed.

Annual precept – sent out for perusal a week before, no questions, resolved not to increase precept and to ask for same amount as last year, this might show a small decease to residents as tax base has slightly increased.

73.25 – Playing Field
 
The replacement netting is back in Marshchapel, Chair is storing it in his garage until he has time to re-fix it.
New rubbish bin, still in office awaiting fixture.  Cllrs Pursey & Pepper.
The letter for football team has been sent, no reply yet, Cllr Pepper to follow up.
Cllr Claricoates not yet done scope on concrete pad.
 
74.25  Gov.uk email addresses
 
Clerk has now done this, all gov.uk addresses are done and passwords sent out to individuals who are required to log on and change their password.
All Councillors present opted to have gov.uk emails forwarded to email currently used but must be aware that, should they reply to any forwarded, they will have to do it from original email, not forwarded one as. if they do it from forwarded address it will make their personal email address visible, not gov.uk one.
 
75.25  Asset Register and land tenancy
 
Elton Moulds has replied following his visit and offered options of next steps (email forwarded prior to meeting) and it was agreed to give tenants notice of increase now, to come in to force in April 2027.  Tenants will need to confirm acceptance of increase within 14 days of notice.  Rent to be fixed at £130 per acre per year

Info from LCC regarding sourcing out grass cutting of verges deemed to be unviable for us. (Proposed Cllr Pepper, seconded Cllr Claricoates, all in favour.
 
All incoming emails are monitored by Chair and Clerk. 
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly. 
LALC Newsletter is received fortnightly and is forwarded out to all Councillors. 
LALC Training Bulletin is received monthly and is forwarded out.

78.25 – Chairmans Items  
Amazon voucher for £40 to be forwarded to volunteer who does a fantastic job at the War Memorial,  -  Proposed Cllr Rickett, seconded, Cllr, Henderson.
 
Thanks to Cllr Mason and husband for planting out planter at Village Hall amenity site.
