Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 10th March. 2026 at 7.30pm
Present: Cllrs. P Rickett (Chair); S. Osbourne; C. Henderson; V. Claricoates; J. Pepper; H. Mason & C. Pursey.
Also present: Cllr B. Robinson (LCC)
Apologies: Cllr Parkinson– reasons accepted. Cllr D. McNally (ELDC)

Chair welcomed everyone to meeting.
81.25 – Apologies – See above, (reasons accepted)
82,25 - Open meeting for Members of Public
One member of public present who wished to discuss the allotment/land rent, following our letter to him. We had a useful and informative discussion with our tenant, pointing out we were trying to get the best value possible for the PC land as well as trying to get it easier to manage. We took on board his comments and views of the other tenants and told him that we would be making a formal decision later in the meeting. We thanked him for taking the time and trouble to come and talk to us and would be in touch. He was welcome to stay.
83.25 – County Councillor and District Councillor Reports
The state of the roads and A1031 in general, were discussed, as were the poor repairs that were being carried out and in some cases making the problems worse. Cllr Robinson stated that LCC were very aware of the problem and were diverting funds where they could. The main A1031 would be dealt with, he hoped in the summer of 2026. He would give us an exact date asap.
The puddle outside the school gate had been investigated, the drains have collapsed, this is ongoing.
Church Lane is also in the process of being looked into,
The Parishioner hoping for some amendments to their access on the main road, could be offered a mirror.
Cllr Rickett stated he had attended Equality & Diversity Inclusion training.
The Scrutiny Panel had addressed the rough sleeping problem at Skegness and installed ‘pods’ but these were under-used.
84.25– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

88.25 – Playing Field
The replacement netting is back in Marshchapel, Chair is storing it in his garage until weather improves.
New rubbish bin, still in office awaiting fixture. Cllrs Pursey & Pepper. Cllr Claricoates offered her partners services to fix this.
The letter for football team has been sent, no reply to Clerk yet, Cllr Pepper followed up, still no response.
Cllr Claricoates has done scope of works on concrete pad which was looked at and will be sent out for quotes.
89.25 Asset Register and land tenancy
Following the representation from the tenant this was discussed further and agreed that we should set the rent at £105 per acre. Proposed by Cllr Osbourne, seconded Cllr Rickett, all in favour. This is more in the region the tenants were expecting. It will be introduced from next April (2027) and farm business tenancies would be in place for 3 years, rolling on, with a minimum notice period of 12 months. Cllr Pepper was happy to do the FBT agreements for us.

Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.
