Minutes of the Annual Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 12th May, 2025 at 7.40pm 

Present: Cllrs. P Rickett (Chair);   C. Henderson, R. Parkinson, J Pepper & C Pursey 
Also present:  Cllr B Robinson (LCC)
Apologies: Cllrs Osbourne,  Claricoates & Mason – reasons accepted. 
Other apologies: Cllr D. McNally (ELDC) 
Clerk: Mrs P. Plumridge 

1.26 - Chair 
The Chairman opened the meeting and asked for nominations for Chairman for the next year. 
Cllr Rickett was nominated and proposed by Cllr Pepper. 
There were no other nominations; Cllr Rickett accepted the nomination 
Cllr Henderson seconded the proposal. All in favour 
Cllr Rickett accepted and took the Chair 

2.26– Vice Chair 
The Chairman asked for nominations for Vice Chair. 
Cllr. Pepper nominated Cllr Osbourne. 
There were no other nominations; Cllr Osbourne was not present.
Cllr. Rickett seconded the proposal. All in favour. 

3.26 Other reps. 
Village Hall Rep. – Cllr Mason. 
Proposed by Cllr Rickett, seconded Cllr Pepper. All in favour. 

Allotment Overseer. - Cllr Parkinson. 
Proposed by Cllr Rickett, seconded Pursey. All in favour. 

Playing Field Rep – Cllr Claricoates
Proposed by Cllr Parkinson, seconded Cllr Rickett.  All in favour.

Speed sign responsibility – Cllr Pursey 
Proposed by Cllr Rickett, seconded Cllr Parkinson.  All in favour. 

4.26 - Open meeting for Members of Public 
No members of public present. 

5.26 – County Councillor and District Councillor Reports
Cllr Robinson reported that work had been started on the drainage problem outside the school during the Easter holidays but it required more to be done.  This will probably be done during Whitsun half term.
The A1031 is due to be resurfaced between North Cotes and Thoresby Bridge in the late summer but this needs to be confirmed.  They are also looking at moving funds to continue the work on the other side of the bridge to Thoresby turn-off.
Harpham Road is also due to be resurfaced this year.
Cllr Robinson was asked if he could look into the problems in Keyholme Lane, since it has been reported on ‘fix my street’ in January and nothing has been done.
Cllr Robinson was also asked about white line refreshment especially on the junction of Church Lane and Mill Lane with A1031.  The whole of the village really needs to be done.
Cllr Robinson reported that the CC would not be erecting a mirror for parishioner with problem previously discussed.

Cllr Rickett reported on the Oil Support Scheme which had benefitted a couple of villagers. 
The Pride team have also spent some time in the village clearing footpaths.  The footpath to North Cotes would benefit from the same care.

6.26– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders. 
None

7.26– Minutes 
The minutes of the previous meeting (8.03.26) were moved signed. 

8.26 - Matters Arising 
Future meetings:  14 July, 8 Sept., 10 Nov., 12 Jan. 2027, 9 March & 11 May.
Cllr Pepper to forward copy of new land tenancy agreements to Clerk.
No replies to Scope of Work for Playing Field – to be followed up.

9.26 – Financial 
The books have been returned by the Internal Auditor and his report has been received and noted; 
The Annual Governance Statement has been circulated; it was approved; 
The Accounting Statement has been circulated; it was approved; 
Proposed Cllr. Rickett, seconded Cllr Parkinson, all in favour. 

The commencement date for the exercise of public rights will be Wednesday 3 June to Tuesday 14 July, 2026.

10.26 Correspondence 
Clerks & Council Direct – newsletter; 
Bank statements 

All incoming emails are monitored by Chair and Clerk. 
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly. 
LALC Newsletter is received fortnightly and is forwarded out to all Councillors. 
LALC Training Bulletin is received monthly and is forwarded out. 

11.26 Playing Field 
New bin still in office, should be done in next fortnight.
No contact from Football team, to be removed from Agenda.
Request for tree pruning from villager, to be passed to contractor, proposed to spend up to £1500 by Cllr Rickett, seconded by Cllr Pursey, all in favour.

12.26 - Planning 
Eastern Green Link 3 and 4 – No 00688/26/FUL  (out of date)
 
13.26 – Chairmans Items 
The Community Speed Watch  (CSW) scheme was discussed.  There does not seem to be much support for this in the village.  However it was agreed Chair would discuss a possible joint venture with neighbouring parishes.
The cost needs to be investigated.
It was also discussed asking for the Acher equipment to be set up in the middle of the village.

There has been an enquiry about leaving footway light on in Plumtree Drive.
