Minutes of the Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 16 January, 2024 at 7.30pm

64.23 -  Open meeting for Members of Public

Chair welcomed everyone to the meeting and wished everyone Happy NewYear.

Two members of public asked for permission to use Meeting Room for Pop In, whilst Chapel is being renovated for approx. 6/8 weeks, on Tuesdays from 10.00 – 2.00.  School use main hall so it is unavailable.   The table is too big and takes up too much room so permission was sought to remove it.  After discussion we have offered to dismantle our table and store it for the duration of their use.  This will not be a regular occurrence as the table is not designed to be continually taken down and rebuilt.

We were also informed that a dedicated electric cable has now been assigned to the De-fib as it was on a circuit that tripped out.  The electricity connection is for the light and heater in cabinet only, the De-fib itself does not need it.

 

65.23 – County Councillor and District Councillor Reports

Cllr McNallly gave the following information.

Fix my street has had nearly 50,000 reports.  Please keep reporting items to them via App or website.

Highways funding is set to receive £4,924,000 for 23/24 with the same amount for 24/25.

Devolution Councils in Greater Lincolnshire have approved a devolution deal which means existing money and power can move from central government to decision-makers in Grater Lincolnshire.  The deal approved is the most ambitious available and in exchange for this level of powers, money, and say in how we spend it, North, North East and Lincolnshire County Council must submit a proposal to government

out how this could work through the creation of an independent body called a county combined authority, or CCA. Have your say at https://www.lincolnshire.gov.uk/devolution

DEVOLUTION TOUR VISITS A TOWN NEAR YOU   Residents can find out more about the historic £720m devolution deal for Greater Lincolnshire, with a series of 21 public events confirmed across the area.  Between 9 and 25 January the devolution roadshow will visit the length and breadth of Greater Lincolnshire. It’s part of the public consultation that runs until 29 January.

Stops have been confirmed for Cleethorpes, Grimsby, Sleaford, Ashby, Boston, Gainsborough, Crowle, Scunthorpe, Bourne, Immingham, Brigg, Louth, Grantham, Stamford, Barton upon Humber, Skegness, Spalding, Market Rasen and Lincoln. https://www.lincolnshire.gov.uk/news/article/1720/devolution-tour-visits-a-town-near-you

DRAINAGE BOARDS FAIRER FUNDING  At times of flooding - as seen most recently in Lincolnshire with Storm Babet - there are stations housing machinery which pump flood water away to help reduce flood risk to homes, businesses and farmland.  These pumping stations play a vital role to help reduce the impact of flooding. The County Council will be increasing the council tax by almost 5%, it was going to be 3% but the central government imposed a higher minimum wage than expected and the extra 2% is needed to cover this.

Cllr Rickett gave the information that the Energy Advice Team is available and there are schemes for grants.

CCTV operators caught burglars in Skegness;

Housing Team are holding a ‘drop in’ session on 19.1.24  10-12.

Anti Social Asbo’s are effective at Stage 1, (they are delivered by the Police) less are progressing to Stage 2 and beyond.

The minutes of the previous meetings (8.11.23) were moved and signed.

69.23 -  Matters Arising

Plaque now fixed to table.

Christmas Tree was greatly appreciated, Internetty to be thanked for electricity connection.

70.23 – Financial

Financial statement approved and signed by Cllr Mason.

Lottery funding received for play equipment;

Precept discussed, some Cllrs didn’t want to increase precept amount, after discussion it was proposed to increase it by 2% by Cllr Pepper, seconded by Cllr Pursey.   The precept will be allocated with an additional amount from our contingency fund to pay for electrical work in the Village Hall.

71.23 – Playing Field

.Chance to Share Agreement taken by Cllr McNally, CC want more information as to why we want land but we have decided that we no longer have an interest in it due to the cost of maintenance.

Monkey climber to be installed on 23.1.24, Clerk to meet Contractor at 9.30 on site, Cllrs also invited,  Cllr Osbourne said she would try and come.  Equipment to be installed perpendicular to road approx. 5/10m from road boundary.  Rest of equipment to be sorted after this installation.

Discussed where this could be sited but need more time to check out.  Item for next Agenda.

Tree in Hallgarth raised by Parishioner.  As this item is on LCC Highways land it was  agreed  the best course of action is for Parishioner to put it on ‘Fix My Street.  Cllr McNally would also be asked to pick it up as well. (discussed before he left).
