Minutes of the Annual Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 21st May, 2024 at 7.40pm
Present: Cllrs. P Rickett (Chair); S. Osbourne (Vice), C. Henderson, R. Parkinson, H. Mason & J Pepper.
Apologies: Cllr Claricoates & Cllr Pursey – reasons accepted.
Other apologies: Cllr D. McNally (ELDC & CC)
Clerk: Mrs P. Plumridge

1.24 - Chair
The Chairman opened the meeting and asked for nominations for Chairman for the next year.
Cllr Rickett was nominated and proposed by Cllr Parkinson.
There were no other nominations; Cllr Rickett accepted the nomination
Cllr Mason seconded the proposal. All in favour
Cllr Rickett accepted and took the Chair
2.24 – Vice Chair
The Chairman asked for nominations for Vice Chair.
Cllr. Rickett nominated Cllr Osbourne.
There were no other nominations; Cllr Osbourne accepted the nomination.
Cllr. Henderson seconded the proposal. All in favour.
Cllr. Osbourne accepted the position of Vice Chair.
3.24 – Forms
Councillors signed their Acceptance of Office forms.
4.24 - Open meeting for Members of Public
Two members of public present. (who made a request via email, originally) regarding use of table in meeting room at Saturday Market. Some of the Councillors present asked relevant questions about storage etc. and this will be discussed further later.

5.24 – County Councillor and District Councillor Reports
Cllr McNally not present, Cllr Rickett ELDC report on mental awareness, ICT Advice, Upcoming events of Lincs Digital & NHS ‘111 press option 2’ campaign will be forwarded out to Councillors.
6.24– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

7.24 – Minutes
The minutes of the previous meeting (19.03.24) were moved signed.

8.24 - Matters Arising
Amenity area – some comparable quotes will be obtained, Cllr Parkinson & Cllr Pepper to follow up. Clerk to produce spec.
Kings Portrait – to be hung in Parish Council Meeting Room.
9.24 Other reps.
Village Hall Rep. – Cllr Mason.

Allotment Overseer & Playing Field Rep. - Cllr Parkinson.

10.24 – Financial
The books have been returned by the Internal Auditor and his report has been received and noted;
The Annual Governance Statement has been circulated; it was approved;
The Accounting Statements have been circulated; it was approved;
The Certificate of Exemption was approved.
Proposed Cllr. Rickett, seconded Cllr Osbourne, all in favour.
The commencement date for the exercise of public rights will be Monday 3 June to Friday 12 July, 2024
11.24 Correspondence
- Clerks & Council Direct – newsletter;
- Bank statements
All incoming emails are monitored by Chair and Clerk.
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.
We receive upwards of 500 emails between meetings and it is impossible to list them all. Anything we feel is of particular interest we will forward out.
Use of table in Meeting Room by Saturday Market. Following request, this was discussed. All Councillors present agreed use of our Meeting Room included use of the table and it would not be an option to remove the table, due to the possible damage that would be caused by constant dismantling. It was not a table designed to be continually dismantled and, as it was a gift from a past Chair, it was valued and respected.

12.24 Playing Field
Cllr Claricoates has stated she is still waiting for clarification from contractor.
13.24 Speed Limit
We are aware that the speed limit on the outskirts of the village is a cause for concern and we are monitoring it, however, changes are already in the pipeline in various places and once we can see the impact of those changes we will look at our situation again.
14.24 - Planning
N/118/00572/24 Willow Tree Farm – Supported between meetings
15.24 – Chairmans Items
Grass is not being cut in Hallgarth by residents and County only do three cuts per year. Parish Council have been asked if they will cut it occasionally. Cllr Rickett proposed that we do, Cllr Mason seconded, all in favour. Clerk to contact Groundboss and see if they can do it.
Also Littlefield Lane needs a cut back, proposed by Cllr Parkinson that we do it, seconded Cllr Mason, all in favour.
Phone box needs cleaning.
16.24 – Date and Time of Next Meeting
Tuesday 9th July, 2023 at 7.30 pm
No further business, meeting closed at 8.55 pm.
