Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Thursday 7th November, 2024 at 7.30pm
 
Present:  Cllrs. P Rickett (Chair);  S. Osbourne (Vice),  C. Henderson,  H. Mason,  V. Claricoates &                            C. Pursey.                        
Apologies:  Cllr Parkinson, Cllr Pepper – reasons accepted.
Further apologies:  Cllr D. McNally (ELDC & CC)

41.24 -  Open meeting for Members of Public

42.24 –District Councillor Reports
 
Cllr McNally has given his apologies.
 
Cllr Rickett gave information about Christmas light display at Lincoln Castle with some stalls, which has been self funded by them, not County Council.
The Scrutiny Panel have finalised their report regarding carbon, buildings, vehicles and staff and looking towards the future.
A pedestrian crossing has been installed, for safety reasons near Aldi in Louth.
 
43.24– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

44.24 – Minutes
 
The minutes of the previous meeting (12.09.24) were moved and signed.
 
45.24 -  Matters Arising
 
Village Hall Sign – Village Hall Committee have not had a meeting yet.
Tree near War Memorial - in private garden,can only trim overhanging branches.
Dyke in Glebe Field – Mr Mossop contacted by Clerk,but no reply, Clerk to contact again.
(Information obtained after meeting, Mr Mossop has agreed to action this asap).
Amenity Area- Planter now in place, should be planted for Remembrance Sunday.  Flagpole had bits missing but Clerk has now obtained these and will contact Contractor re putting this up.  Cllr Mason thinks he will build and site bench for us at same time, Clerk to contact.

Clerk informed Council unions have agreed 2.5% pay increase, backdated to April, All in favour of paying this.   She also questioned working from home allowance, which she now understands is a tax allowance, she will look into further.
 
47.24   Playing Field
No further contact has been made by football team.
The broken goal post has been removed and will not be replaced at present.
Bird scarers have been obtained, Chairman took with him.
Dog training on field – this was addressed by Chair and is no longer taking place.
Cracked concrete bases, installer to rectify, not sure if completed yet.
Ropes for play equipment, Cllr Claricoates might have a contact, will report back.
 
It was discussed whether we buy another bin for the park. Cllr Pursey proposed we purchase one, Cllr Rickett seconded this.  An amount of up to £300 was agreed, Clerk to look into and obtain.
 
48.24  Bus Shelter
 
For various reasons Cllr Claricoates agreed this was not an easy proposition and agreed to shelve it for a while and see what happens.
              
49.24 Correspondence

All incoming emails are monitored by Chair and Clerk.
Regular incoming emails are from:  NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.

50.24 - Planning
 
None
 
51.24 – Chairmans Items
 
Remembrance Service – 9th November, 2024 starting from Chapel.  Details given out.  No tea and biscuits in Village Hall due to mix up with bookings by VH.
All grit bins are full.
Christmas Tree – switch on lights on Sunday 1st December at 5.00 pm, count down by children – talked about tea/coffee/choc. and biscuits/mince pies in Village Hall.
Consultation on virtual meetings discussed. (info already sent out via LALC newsletter.)
Pruning trees at VH/Amenity site, Contractor to be contacted by Clerk to give a price.  Cllr Osbourne/Cllr Pursey to meet with Contractor.
