Minutes of the Marshchapel Parish Council Meeting held in the Village Hall Meeting Room on Tuesday 6th September, 2022 at 7.30 pm

 

Present:  Cllrs. P Rickett (Chair);  S. Osbourne (Vice),  C. Henderson,  H. Mason, V. Claricoates & C Pursey

Apologies:  R. Parkinson, S Atkin (reasons accepted)

Other apologies  Cllr. D. McNally (DC & CC).

Clerk:  Mrs P. Plumridge

                       

 

28.22 -  Open meeting 

No members of public  present.

 

29.22 – County Councillor and District Councillor Reports

County Councillor not present, District Councillor reported how pleased he was that the bus service has been re-instated after suggestions it was going to be totally cut.  It will continue as before for a further two years.  It is subsidised and people should realise it is a case of ‘use it or lose it’.

 

30.22 – Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

 

Cllr Rickett declared interest in planning N/118/1020/22- Highcroft.

Cllr Pursey declared interest in N/118/01647/22 – Peterscroft (late addition to Agenda)

 

31.22 – Minutes

 

The minutes of the last meeting (12.7.22) were agreed and signed.

 

32.22  -  Matters Arising

 

The Jubilee bench is still at Cllr Osbournes, it should be put in place this week-end.

Cllr Pursey found his course useful and reported that our Council was well run.  Cllr Clariciates attending course in October.

Order has been placed with Internetty for Village Hall, this is ongoing.

War Memorial gardens will be looked after by Cllr Osbourne and Cllr Pursey.

 

33.22 – Financial 

 

Financial statement approved and bank statement signed.

 

8 Cheques signed: proposed by Cllr Rickett, seconded Cllr Osbourne, all in favour.

897 – Contractor – grass cutting - £288.00

898 – Marshchapel PCC – Jubilee prizes, bunting etc - £192.40

899 – Playsafety Ltd – Rospa report - £84.00

900 - P. Plumridge – payment for litter picker and hoop - £16.48

901 – Contractor – playing field clearance (post dated)

902 – Royal British Legion Poppy Appeal -£35.00

Business debit card – 

 

It was resolved that we apply to Lloyds bank for a business debit card for the Clerk to use.  It is our understanding that the Clerk can use this card but the transaction needs to be verified by a second authorized user (Cllr Osbourne).

We have read Section 2 headed Personal and Business Information.

 

34.22 Complaints Policy

 

This had been forwarded out to Councillors prior to the meeting.  It was proposed by Cllr Rickett that we adopt this policy, Cllr Claricoates seconded this, All in favour.

 

35.22 Salt Bin

 

We have been asked to provide a salt bin in Salters Close for the elderly residents.  It was resolved that we were happy to do this and would find out if LCC would provide one foc or if we need to pay for it. Clerk to find out about filling it, it was also suggested to obtain equipment for spreading it.

37.22 Playing Field

 

Clearance to be done next week.

 

Rospa report has been scrutinised by a couple of Councillors and Clerk, noting major to be done at present.  Anticipate spending a substantial sum on equipment in near future.

39.22 – Chairmans Items

 

Bi-monthly meetings will continue.

Cllr Claricoates asked to help with admin on ‘Marshchapel Spotted’.

Cllr Parkinson requested, before meeting, that we look at making provision for White Horse to become public amenity.  Chair was under the impression Mr Mudge and Mr Mossop were also looking into this.  Enquiries will be made.  In the meantime, Cllr Pursey will also look at form and report back.

Intention is, at the moment, to protect from quick speculated development.
