Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 14 January, 2025 at 7.30pm
Present: Cllrs. P Rickett (Chair); S. Osbourne (Vice), C. Henderson, H. Mason, & C. Pursey.
Also present: Cllr McNally

Nothing to report
56.24– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

57.24 – Minutes
The minutes of the previous meeting (07.11.24) were moved and signed.
58.24 - Matters Arising
Village Hall Sign – Village Hall Committee have not had a meeting yet.
Dyke in Glebe Field – Mr Mossop contacted by Clerk, Mr Mossop has stated that ‘it is on his list of things to do’. We will monitor this situation.
Amenity Area- Planter, flagpole and bench now in place.
Tree pruning – A quote for £1320 has been received to prune trees on boundary and clear ivy etc round apple trees. Village Hall committee are not prepared to share cost 50/50, Chair stated that some money might be available through DC Cllr grant and Cllr McNally agreed. It was proposed by Cllr Henderson that we ask for £400 from District Cllrs, seconded by Cllr Osbourne, all in favour. (Cllr Rickett abstained). PC to fund the remaining balance from reserves but on the understanding that this will not be a regular occurrence. Parish Council are quite prepared to keep amenity area tidy.

Precept – A schedule (on file) of payments has been drawn up by Clerk and circulated prior to meeting. This was agreed by Cllrs but to allow for extra contingency it was proposed to raise the precept by 5% to £12,960. This was proposed by Cllr Rickett, seconded by Cllr Pursey, all in favour.
60.24 Playing Field
Bird scarers have been obtained, Chairman not yet had time to install.
Cracked concrete bases, rectified.
Ropes for play equipment, Cllr Claricoates, will report back.
New bin has been obtained, at present in office.
A recent road traffic accident caused damage to our perimeter fences and demolished a new bench. Clerk has been in contact with Insurers and is in the process of sorting the claim.
61.24 Speed Limit
A 40 mph speed limit has been put in place at North Cotes round to Sheepmarsh Lane. This leaves a piece of straight road with the national speed limit (60 mph) for about 200/300 yards before reaching our 30 mph speed limit. The PC discussed with Cllr McNally the possibility of extending the 40mph down to our 30 mph, thus eliminating the piece of road with 60 mph. Proposed by Cllr Rickett, seconded Cllr Osbourne, all in favour. Cllr McNally to look into for us.
There have been two serious accidents in the past 12/18 months involving speed through the village, the data on our speed camera supports the fact that there are numerous speed violations. The PC would like to request that the Road Safety team do some random speed checks in the village, particularly around the time of 7 – 9 am.
62.24 Free Trees
We have heard that there is a possibility of some free trees. Cllr McNally to keep us informed.

All incoming emails are monitored by Chair and Clerk.
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.

Enforcement of Public Space Protection Order, as notified by Clerk at North Somercotes. PC support this and would like Enforcement Officers to visit Marshchapel.
Community Speed Watch Scheme – ask for more information., cost of training etc. Advertise for volunteers

65.24 – Chairmans Items
A big Thank You to Internetty for powering our Christmas Tree again this year.
Flags - The Christmas flag was on the flag pole and Cllr Henderson is happy for us to continue using her Lincolnshire flag. Cllr Pursey will donate a Union Jack and we need to purchase an English flag for St. Georges Day. This was proposed by Cllr Rickett, seconded by Cllr Henderson, all in favour.
Cllr Rickett will be our ‘flagman’, Cllr Pursey to help.
The Blood pack has been questioned by a couple of people, we have found out who donated it and is responsible for it but they would like EMAS to take it over, if possible and have given us authority to further this.
It was also questioned about AED and CPR training, cost and interest questioned.

White lines at Plumtree Drive and Mill Close junctions appear to be missing.
