Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 8th July, 2025 at 7.30pm 
Present: Cllrs. P Rickett (Chair); S. Osbourne (Vice),   C. Henderson,     H. Mason,   J Pepper,   V. Claricoates               &   C.  Pursey .
Apologies: Cllr Parkinson– reasons accepted. 
Also present:  Cllr Robinson (LCC) +1

18.25 – Apologies – See above
 
19.25 - Open meeting for Members of Public 
 
Member of public raised an issue with their driveway on to the main road (A1031), in that it has been resurfaced a couple of times and has risen above the level of their drive.  This makes it hazardous to pull out of the drive.  They also complained about the excessive speed of the traffic and asked if we could support extending the 30mph speed limit.  After discussions Cllr Robinson (LCC) agreed to asking the CC to  investigate the road surface and survey the access point.  He would also investigate extending the 30 mph speed limit.

20.25 – County Councillor and District Councillor Reports 
 
District Cllr reported that 3G was going off across the country.
 
County Cllr reported that the CC had left the Nuclear Waste Agreement.  The CC had also taken a stance against the Grimsby to Walpole electricity pylons, there is a lot of information on this on the web site, please make your views count.  Please us ‘Fix my Street’ to report any highways issues, photos are always helpful.
Cllr Robinson is also a member of the Scrutiny Committee for Highways and is keen to enhance the county roads with new methods of resurfacing.
 
21.25– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders. 
Cllr Pepper indicated that due to his professional capacity it was not right for him to be commenting and voting on planning issues. 
Cllr Claricoates declared an interest in her own planning which is on the Agenda. (30.25)
 
22.25– Minutes 
The minutes of the previous meeting (20.05.25) were moved signed. 
 
23.25 - Matters Arising 
Dyke in Glebe Field – nothing has been done, Cllr Pepper will find appropriate contact in Diocese.
Road Safety Report – nothing yet. 
 
24.25 – Financial 
Financial statement approved but not signed since Cllr Osbourne had been unable to check it.

25.25 Correspondence

All incoming emails are monitored by Chair and Clerk. 
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly. 
LALC Newsletter is received fortnightly and is forwarded out to all Councillors. 
LALC Training Bulletin is received monthly and is forwarded out. 
 
26.25 Playing Field 
 
Ninja Trail – still on order – Clerk to ask if we can use money for alternative equipment if delay continues.
Discussion about where trail was going and what could be done with concrete pad.  It would be very expensive to break it up but we need a scope of the work required to be able to get quotes.  Various grants were also discussed, some/most require match funding.  Cllr Claricoates to draw up a schedule of work, which we will then send out.  It was also suggested we could ask the village what they would like done with it.
Ropes for existing equipment have not yet been obtained.
New rubbish bin, still in office, will be put on Playing Field by Cllr Pepper and Cllr Pursey asap.
No contact from football team.
No report on holes on pitch, Cllr Parkinson not present, holes still there.
Newby Leisure (original supplier) asked for quote to repair swing.  Quote of £420 + VAT.   Proposed we accept quote by Cllr Claricoates, seconded by Cllr Pepper.

28.25  Assets Register
 
Valuation of land was not discussed, however allotment rent was.   Cllr Pepper reported arable land should be £100 - £150 per acre.  Clerk to find allotment book and ascertain our rates by next meeting.   They are variable but she cannot recall them off the top of her head.

29.25  Roll of Honour
 
We have been asked by Church if we would finance the refurbishment of the Roll of Honour.  This has cost £95.00.  Proposed by Cllr Rickett, seconded by Cllr Claricoates.  Cllr Rickett to find out who we pay.

Cllr Osbourne thanked for her hard work planting out the new planter at the new amenity area near the Village Hall, it looks lovely.
Extra meeting for Playing Field, although arranged, did not take place due to Cllrs being unable to attend.

Clerk to circulate new Updates Standing Orders and Financial Regulations for adoption at next meeting.
