Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 9th Sept., 2025 at 7.30pm
Present: Cllrs. P Rickett (Chair); C. Henderson, H. Mason, & V. Claricoates
Apologies: Cllr Parkinson, Cllr Osbourne, Cllr Pursey and Cllr Pepper– reasons accepted.
Also present: Cllr D. McNally (ELDC) & Cllr B. Robinson (LCC)

34.25 – Apologies – See above
35.25 - Open meeting for Members of Public
Member of public, who lives in Swaby Mews, asked permission to plant a hedge on his boundary with the Playing Field. The new Ninja Trail has a high spot whereby he has lost privacy in his garden. He is not complaining about this at all, merely wants to obscure the view with hedging. The Parish Council have no objection to him planting a hedge on his side of the boundary.

36.25 – County Councillor and District Councillor Reports
County Cllr Robinson reported that there is consultation going on at present regarding LGR reorganisation, nearest meeting is Louth.
There is also a survey on-line.
CC is also looking to set up Emergency Resilience Programme, which would require three volunteers from Parish. Training would be offered. A plan needs to be written, it is not yet decided who will do this.
With regard to the Highways problem at Eskham, the speed limit cannot be extended but a Highways Manager is looking into the problem caused to the Parishioner by road levels.
The 60 mph speed limit on the Green Lane was looked at, we think the sign post has been turned round.
District Cllr has nothing to report except that the Travel Lodge has now opened at Skegness.
37.25– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

38.25– Minutes
The minutes of the previous meeting (08.07.25) were moved signed.
39.25 - Matters Arising
Dyke in Glebe Field – this has been referred to Landlords Agent.
Road Safety Report – report doesn’t show anything alarming, signage helps.
40.25 – Financial
Financial statement approved and signed. The recent pay award for the Clerk was agreed and backdated to April 2025.

All incoming emails are monitored by Chair and Clerk.
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.
41.25 – Policy Updates
Policy updates of the Standing Orders and Financial Procedures, having been forwarded out before meeting to all Councillors, have been scrutinised by all. Proposed by Cllr Claricoates that we adopt them, seconded by Cllr Rickett, all in favour.
42.25 Meeting Room refurbishment
Quotes to be obtained for painting and decorating, room to be cleared for this. Double door to be fixed as needs re-alignment.
43.25 Playing Field
Ninja Trail – installed during August, children extremely happy with it.
Ropes for existing equipment, have made a contact but still investigating further.
New rubbish bin, still in office, will be put on Playing Field by Cllr Pepper and Cllr Pursey asap.
Football team discussed, we want it to be low key and have therefore agreed to give them permission to play on our field at no cost to them. They will need to pick up any litter caused and give us a copy of their public liability insurance. We also require an understanding that permission is renewed every 3 months and we can
give them 3 months notice to quit. Cllr Pepper to agree finer details of how many times per week they can use it and when.

No report on holes on pitch, Cllr Parkinson not present, holes still there.
Swing repair completed.
Concrete pad discussed, Cllr Claricoates still on with this and will be looking for quotes.
Risk Assessment – LALC asked for advice after school requested a copy of Risk Assessment. Details have been forwarded and this will be done. Signage to be obtained stating Play Area is for U12 years old and children should be supervised. Proposed Cllr Rickett, seconded Cllr Henderson

Waiting for further contact from Solicitor, who did make contact but has injured his leg.

47.25 – Chairmans Items
Chair discussed Parish Agreement Scheme for grass cutting, but decided maybe it was not for us. Cllr Robinson will report back with further information.
Extra strim/trim in Littlefield Lane – proposed Cllr Claricoates, seconded Cllr Mason
New flag ,Lincolnshire County flag, required due to tatty state of current one, Clerk to purchase two. Proposed Cllr Mason, seconded Cllr Claricoates.
48.25 Next Agenda
Xmas tree lights turn on- event beforehand?? Date to be decided. 29th November or 6th December suggested, Chair to setup a poll on Marshchapel Spotted.
