Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 11 March, 2025 at 7.30pm
Present: Cllrs. P Rickett (Chair); S. Osbourne (Vice), C. Henderson, H. Mason, R. Parkinson, V. Claricoates & J. Pepper.
Also present: Cllr McNally (LCC & DC)
Apologies: Cllr Pursey– reason accepted.

68.24 - Open meeting for Members of Public
No members of public present.
69.24 –District Councillor Reports
Cllr McNally informed us that the Cllr grant scheme (Community Fund) had doubled their grant money for the coming year.
East Lindsey also have an Investment Fund for Community Enterprise schemes.
The Local Plan will change shortly due to central government changes.
There is a facility to re-use/recycle paint at Louth tip.
ELDC have pulled out of GDF and it looks as if LCC will do to. The public need to support this action.
70.24– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

71.24 – Minutes
The minutes of the previous meeting (14.01.25) were moved and signed.
72.24 - Matters Arising
Village Hall Sign – Village Hall Committee have not had a meeting yet.
Dyke in Glebe Field – Mr Mossop has stated that ‘it is on his list of things to do’. No further action yet.
Tree pruning – This has now been done.
Road Safety Partnership - This should be in village towards the end of April or early May. It has been requested that they monitor north approach to village.
CSW - Will put on hold until we see official data from Road Safety Partnership and proposal for speed limit.
EMAS – Clerk has contacted EMAS and they do not currently have resources to take on Bleed Box, maybe LIVES could. Cllr Mason to refer this back to V.H. committee as they gave permission for it to be sited at V.H. CPR & De-fib training can be offered if enough interest is shown.

74.24 Playing Field
Bird scarers have been obtained, Chairman not yet had time to install.
Ropes for play equipment, Cllr Claricoates, still trying to source will report back. Cllr Pepper offered a contact name.
New bin still in office.
Zurich claim settled, except for excess but this should come back in time. Fence repairs should be complete in next fortnight.
Football team are not being very forthcoming with Cllr Pepper, he will continue to monitor,
We have received Lottery Funding for Ninja Trail, we need to ascertain best spot for it to be sited on.
Cllr Claricoates reported some holes/cracks in field, Cllr Parkinson to inspect and see about filling them in.
75.24 Speed Limit
Cllr McNally has requested the area between Sheepmarsh Lane (end of 40 mph limit) and our 30mph speed limit be looked at with a view to extending the 40 mph. This could take some time.
There are white lines on Plumtree Drive and Mill Close junctions, this was questioned last meeting.

All incoming emails are monitored by Chair and Clerk.
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.

78.24 – Chairmans Items
Clerk repaired Christmas flag. Noted we have two new flags. One for St George’s day – 23rd April and one for VE Day – 8th May.
