Minutes of the Annual Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 20th May, 2025 at 7.40pm
Present: Cllrs. P Rickett (Chair); S. Osbourne (Vice), C. Henderson, R. Parkinson, H. Mason, J Pepper & C Pursey
Apologies: Cllr Claricoates– reasons accepted.
Other apologies: Cllr D. McNally (ELDC)

1.25 - Chair
The Chairman opened the meeting and asked for nominations for Chairman for the next year.
Cllr Rickett was nominated and proposed by Cllr Osbourne.
There were no other nominations; Cllr Rickett accepted the nomination
Cllr Henderson seconded the proposal. All in favour
Cllr Rickett accepted and took the Chair
2.25 – Vice Chair
The Chairman asked for nominations for Vice Chair.
Cllr. Rickett nominated Cllr Osbourne.
There were no other nominations; Cllr Osbourne accepted the nomination.
Cllr. Parkinson seconded the proposal. All in favour.
Cllr. Osbourne accepted the position of Vice Chair.
3.25– Forms
Councillors Rickett & Osbourne signed their Acceptance of Office forms.
4.25 Other reps.
Village Hall Rep. – Cllr Mason.
Proposed by Cllr Rickett, seconded Cllr Osbourne. All in favour.
Allotment Overseer. - Cllr Parkinson.
Proposed by Cllr Rickett, seconded Cllr Osbourne. All in favour.
Playing Field Rep – Cllr Claricoates
Proposed by Cllr Parkinson, seconded Cllr Pepper
Speed sign responsibility – Cllr Pursey

5.25 - Open meeting for Members of Public
Two members of public present who asked whether there was a Village Plan as the last one was done in 2018. Cllr Rickett explained that there was work being done on new plans since the flood risk had been re-modelled by the Environment Agency. Concern was also raised about the lack of ‘brown’ sites and

the fact that prime agricultural land could be built on. He would make enquiries as to when a draft plan would be available for inspection .
(Members of public left, 7.50 also Cllr Parkinson excused.)
6.25 – County Councillor and District Councillor Reports
New CC not present, no contact has been made. Clerk will forward draft minutes when available.
Cllr Rickett had nothing to report.
7.25– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.
Cllr Pepper indicated that due to his professional capacity it was not right for him to be commenting and voting on planning issues.
8.25– Minutes
The minutes of the previous meeting (11.03.25) were moved signed.
9.25 - Matters Arising
Dyke in Glebe Field – nothing has been done,Clerk to contact Diose as landlord/land owner.
Road Safety Report – nothing yet.
10.25 – Financial
The books have been returned by the Internal Auditor and his report has been received and noted;
The Annual Governance Statement has been circulated; it was approved;
The Accounting Statement has been circulated; it was approved;
Proposed Cllr. Rickett, seconded Cllr Osbourne, all in favour.
The commencement date for the exercise of public rights will be Tuesday 3 June to Monday 14 July, 2025.

11.25 Correspondence
• Clerks & Council Direct – newsletter;
• Bank statements
All incoming emails are monitored by Chair and Clerk.
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly.
LALC Newsletter is received fortnightly and is forwarded out to all Councillors.
LALC Training Bulletin is received monthly and is forwarded out.
12.25 Playing Field
Repairs to fence and bench complete, costs reimbursed by Zurich Insurance, waiting for return of excess.
Ninja trail on order.
Replacement swings, general tidying up on site – as there is quite a lot to be discussed and finalised this will be done at a further meeting solely for the Playing Field, to be held in June

13.25 - Planning
N/118/00341/25 Clyde House Farm Yard – No objections between meetings
02223/25/FUL Bluebell Cottage, Church Lane – discussed and issues raised which Clerk will clarify with Planning Officer
14.25 – Chairmans Items
Grass is not being cut in Hallgarth by residents, Cllr Rickett proposed that we do, Cllr Mason seconded, all in favour.
Also Littlefield Lane needs a cut back, proposed by Cllr Rickett that we do it, seconded Cllr Mason, all in favour. N. Cook to be asked to do both.
15.25 – AOB
Cllr Pursey stated that as the Parish Counil had been unable to get EMAS to take on Bleed Box the Village Hall Committee would have the box removed. There is no point in having it there if nobody can contact anyone for the code to open it. It is regrettable that this will be the course of action but no one is willing to take responsibility for being able to give the code out 24/7.
16.25 Next Agenda
Look into .gov.uk email addresses.
Investigate price of agricultural land for asset register
17.25 – Date and Time of Next Meeting
Tuesday 8th July, 2025 at 7.30 pm - June meeting for Playing Field to be notified.
No further business, meeting closed at 9.15 pm.
