Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Parish Council Meeting Room on Tuesday 18th November. 2025 at 7.30pm 
 
Present: Cllrs. P Rickett (Chair); C. Henderson,   R. Parkinson, J. Pepper,  H. Mason,   & C. Pursey
Apologies: Cllr Osbourne, Cllr Claricoates– reasons accepted.  Cllr D. McNally (ELDC) & Cllr B. Robinson (LCC)

52.25 – County Councillor and District Councillor Reports 
Cllr Rickett reported that a grant from DC funds had been made to Marshchapel Village Hall.
Cllr Robinson has given his apologies, Clerk should have received some grass cutting figures from him but has not done so, she will follow up with him.  
 
53.25– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders. 
None
 
54.25– Minutes 
The minutes of the previous meeting (09.09.25) were moved signed. 
 
55.25 - Matters Arising 
Dyke in Glebe Field – nothing to report from Landlords Agent.  Clerk to make contact again.
Re-decoration of meeting room, clerk to obtain quotes.
Christmas tree lights turn on – Sat. 29th November, 5-00 soup etc in VH, 6.00 Santa to turn on lights.
 
56.25 – Financial 
Financial statement approved and bank statement  signed.

Clerk explained an error in accounts identified at audit, she entered a receipt of payment on 31st March which wasn’t shown on bank statement until 2nd April, this changed our ‘receipts’.  Error has been corrected and explanation put in accounts book.
 
57.25 – Playing Field
 
Rospa report has been forwarded out to all Councillors, no urgent action required except netting on multi play which is in hand.
The risk assessment was approved and signed.  Pro Cllr Rickett, seconded Cllr Pursey.
The replacement netting is back in Marshchapel, Chair is storing it in his garage until he has time to re-fix it.
New rubbish bin, still in office awaiting fixture.  Cllrs Pursey & Pepper.
A draft letter for football team has been produced, to save time Clerk to forward out for all to read and comment.  Thanks to Cllr Pepper for dealing with this.
Cllr Parkinson reported the holes are still on the playing field.
As Cllr Claricoates not present, no update on concrete pad.
 
58.25  Rubbish Bin
 
It was discussed whether we could site a new (smaller) rubbish bin on the amenity site by VH.  Some Cllrs have volunteered to empty it into the VH rubbish, as ELDC will not take on emptying any new bins
Proposed by Cllr Parkinson, seconded Cllr Pursey to spend up to £200.  Clerk to investigate, no rush as we don’t want to be storing two bins at office.
 
59.25  Gov.uk email addresses
 
Chair had found out some information but couldn’t answer all our questions regarding use.
Clerk to ask LALC if they can offer any advice on this. 
 
60.25  Asset Register and land tenancy
 
Clerk had met with Rep from Bridge McFarland and taken him on tour of land.  This is ongoing at moment.
 
61.25 Correspondence 
Clerks & Council Direct – newsletter; 
Bank statements 
 
All incoming emails are monitored by Chair and Clerk. 
Regular incoming emails are from: NALC Newsletter, NALC Chief Exec. Bulletin, NALC Events, these are received weekly. 
LALC Newsletter is received fortnightly and is forwarded out to all Councillors. 
LALC Training Bulletin is received monthly and is forwarded out.

New Lincolnshire flag has been put up.
