Minutes of the Marshchapel Parish Council Meeting held in the Village Hall Meeting Room on Tuesday 10th January, 2023 at 7.30 pm
 
Present:  Cllrs. P Rickett (Chair);  S. Osbourne (Vice),  C. Henderson,  R. Parkinson & C Pursey.
Councillor Apologies:  H. Mason & V. Claricoates  (reasons accepted)
Other Apologies:  Cllr. D. McNally (DC & CC).

58.22  Apologies
Apologies accepted from Cllrs Mason and Claricoates as well as Cllr McNally.
Cllr Atkin sent a text message to Chair at 6.00 pm offering her resignation.

60.22 –District Councillor Report
The Pride Team is now in place and operational across East Lindsey. They have works planned across the district and will continue to rotate through our towns and villages to provide services, which include but not limited to: deep cleaning and jet wash, path reclaiming and clearance, graffiti removal, weed removal.

Meetings at the Hub next week:  Members are reminded that the following meetings will be held in the Hub, Mareham Road, Horncastle LN9 6PH next week.
 
• Executive Board – Wednesday 11 January 2023 commencing at 6pm
• Planning Committee – Thursday 12 January 2023 commencing at 10am.
 
Funding boost to support the homeless across the South & East Lincolnshire Councils Partnership
The Government has released funding for all councils in England to support the homeless. As part of this, East Lindsey District Council has received £878,442 over the next two years which will help support existing teams in their ongoing work to support the vulnerable and homeless.

Green Waste Collections for 2023/24 in East Lindsey:  residents are now able to renew or subscribe online for green waste collections for the 2023/24 year.
There is a chance to win a year’s subscription and a Lincolnshire hamper for those that renew or sign-up to the service online by February 19, 2023. It's quick, easy and can be done at a time that suits everyone.
For the annual fee of £50 we will provide 21 green waste collections throughout 2023/24. The subscription period for 2023/24 will begin in April.
Residents who subscribe by February 19 will receive a letter in March with full details including what time to present their bin, their collection day and a sticker for the bin.
Anyone who cannot subscribe online can do so by calling 0800 08 55 037 from January 16 at 9am.

62.22 – Minutes
The minutes of the last meeting (8.11.22) were agreed and signed.
 
63.22  -  Matters Arising
Footway Salting - Chair updated about discussion with residents regarding salting on Salters Close.  They will be happy with a spreader which they will fill from the salt bin at the shop.   Clerk reported spreaders range from £75 - £175 depending on capacity, it was proposed by Cllr Rickett that we spend up to £200 on one, seconded Cllr Henderson.  Clerk to order.
Christmas Tree – this project ran into all sorts of legal problems for the PC regarding the voltage of the lights and the siting and exposure of the supply.  Clerk and Chair tried very hard to make it happen but it was not to be.  Hopefully we can arrange it for another year.
Land License - The land we were proposing to site it on and would like to develop into an amenity seating area is under license to the PC.  Clerk will find terms of original license and we will then either be able to proceed or seek permission to proceed.
Notice Board – paid for and ordered.
 
64.22 – Financial 
Financial statement approved and bank statement signed.
BAC’s between meetings:  Notice Board Company (UK) - £840.88
3 Cheques signed: proposed by Cllr Rickett, seconded Cllr Osbourne, all in favour.
905 – HMRC - Paye
906 –  Clerk – 3rd quarter wages
907 -  Contractor – Hedge trimming
 
Precept costing prepared by Clerk were discussed and approved with a 1% increase to £12,248.
This was proposed by Cllr Rickett and seconded by Cllr Osbourne.  All in favour.
 
65.22  Playing Field.
The perimeter trimming has vastly improved the site.  Cllr Pursey to look at Rospa report to see if there are any minor repairs he can carry out.
There is a gap in the fencing at the back of the beer garden and the playing field that needs about 4 posts to repair it.  This should cost about £100.  Proposed by Cllr Rickett, seconded by Cllr Parkinson, to replace.  Cllr Pursey to proceed with this.

White Horse has new landlord
 
Due to events locally Chair talked about possible need to amend our Standing Orders.  At present anyone can video and record a meeting subject to them asking permission, which will be given for reasons of transparency.  However, for personal  and private reasons it was discussed that this permission should only be given once any person in the room has been made aware of what will happen and they have been given the opportunity to withdraw, if they wish to do so.
 
Road sign at Chapel and Keyholme Lane to be reported by Cllr Rickett.
