Minutes of the Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 12 September, 2023 at 7.30pm
 
Present:  Cllrs. P Rickett (Chair); S. Osbourne, R. Parkinson & H. Mason,  
Also Present:  Cllr D McNally (CC & ELDC)
Apologies:  Cllrs. C. Henderson, V Claricoates and  C. Pursey (All accepted)

31.23 -  Open meeting for Members of Public
 
Chair welcomed everyone to the meeting. 
 
One member of public asked  about access to Meeting Room/office for Village Hall Committee.  This needs to be discussed when more Councillors are present.    
  
32.23 – County Councillor and District Councillor Reports
 
Cllr McNally spoke about the Rural Shared Prosperity Fund which is still open for Community projects.
He also told us about a Charter with supply utilities working together so that the same footpaths and carriageways are not always being dug up.
He confirmed none of our schools have RAAC lightweight concrete in them, and are waiting for confirmation from Academy’s.
Cllr McNally brought the litter picker equipment from the CC with him.
 
Cllr Rickett shared members brief which will be emailed out.
 
33.23– Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

34.23 – Minutes
 
The minutes of the previous meeting (11.07.23) were moved signed.
 
35.23 -  Matters Arising
 
Notice Board – New notice board will be sited somewhere near the bench on Mill Lane. Waiting for quote.
Fence repair – quote received and all agreed acceptable.  Proposed Cllr Rickett, seconded Cllr Parkinson.
Christmas Tree & Flag Pole – awaiting confirmation of Cllr grant before placing order.
Nets for U14 – bought and in office but team have not been in contact despite messages from Clerk.  Sponsor obtained for kit but no confirmation has been received that they have joined league.
Village Hall Trees – Tim to prune area by apple tree only. Clerk to contact.

Three cheques.  Proposed Cllr Rickett, seconded Cllr Osbourne.

Contractor – grass at Playing Field & V. Hall -  £300
P. Rickett – Tree stump killer - £17.99
 
New Financial Regs approved and adopted.  Proposed Cllr Osbourne, seconded Cllr Mason, all in favour.
 
37.23  Co-option of new Councillor
 
Candidates to be interviewed, date to be sorted.  Councillor hoped to be in place by November meeting.
 
38.23 – Playing Field
 
Rospa report quickly gone through, only just arrived, nothing urgent deferred to next meeting.
Chance to Share Agreement clearly states that responsibility for further work on boundary would be County Councils, Cllr McNally to take this up for us.  We will complete what we have started, £300 to be paid as gesture of goodwill, one and only payment, on completion. Proposed by Cllr Rickett, seconded Cllr Parkinson.

School bus is parking on road again and causing problems – letter to go to Head.
 
The PC need to appoint two nominated Trustees to the Combined Trust.  Cllr Rickett and Cllr Osbournes term runs out in September 2023.
 
Cllr Parkinson proposed Cllr Rickett, seconded Cllr Osbourne.
Cllr Mason proposed Cllr Osbourne, seconded Cllr Parkinson.
