Minutes of the Marshchapel Parish Council Meeting held in the Village Hall Meeting Room on Tuesday 2nd May, 2023 at 7.50 pm
 
Present:  Cllrs. P Rickett (Chair);  S. Osbourne (Vice),  C. Henderson,  H. Mason &  C.  Pursey

88.22 – County & District Councillor Report
Cllr Rickett reported that the election process is progressing.
 
89.22 – Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.
 
None.
 
90.22 – Minutes
The minutes of the last meeting (28.02.23) were agreed and signed.
 
91.22  -  Matters 
Land License –  not done yet
Notice Board – delivered, three quotes now needed for old one to be replaced.
Fence Repair & Equipment Maintenance - anticipate it will be done next week.
 
92.22 – Financial 
Financial statement approved and bank statement signed.
6 Cheques signed: proposed by Cllr Rickett, seconded Cllr, Pursey all in favour.
910  - LALC - £243.08  discussion took place as to whether we take up the Training Scheme this year, it was decided not to.  Proposed Cllr Rickett, seconded Cllr Osbourne
911 – Zurich Municipal - £332.33
912 – Groundboss – grass cutting -£144.00
913 – Cancelled
914 – Lindsey Marsh Drainage Board - £18.46
915 – P.Rickett – reimbursement for netting pegs.  Purchase of goal net and pegs for use on Playing Field ratified, proposed Cllr Osbourne, seconded Cllr Henderson.
916 – Marshchapel PCC - £1100.00  
 
93.22  Community Asset -White Horse
 
We are aware this pub could be re-opening again.  Will put this matter on hold, discuss in 6 months, November meeting.

95.22 – Clothes Bank Recycling
 
Clerk has been approached  by local Company wanting to install a recycling facility.  As an outside one is not feasible it was suggested maybe a collection point could be at Pop In.  Company pay, by weight, for donations and all clothing is recycled to third world countries.  Cllr Henderson to speak to Pop In organisers.  
 
96.22  Village Hall Trees
 
Mr Mossop has agreed to have trees pruned.  We will get three quotes to prune 6/7 large trees, prune apple tree and cut back hawthorn tree.

Grass on amenity land needs cutting, Tim Jacklin to be asked to do it when he cuts Play Area.
 
Very irresponsible parking and dropping off,  on school zig zag lines both by Parents and school bus staff.  Head teacher to be contacted and asked to get parents to be more responsible
