Minutes of the Parish Council Meeting of Marshchapel Parish Council held via the Zoom App on Tuesday 12th January, 2021 at 8:00pm
Present: Cllrs. P Rickett (Chair); S. Osbourne, C. Henderson, R. Cordy, H Mason, R. Parkinson and S. Atkin
Also present : Cllr D. McNally. (ELDC & LCC)
Clerk: Mrs P. Plumridge
Members of the public have been given the opportunity to join the meeting if they contact the Clerk for the meeting ID and password or by obtaining the meeting id and password from the Agenda on the web site.
Cllr Rickett wished everyone a Happy New Year.
Cllrs were asked to confirm if they were alone in room or if members of public present. All confirmed they were alone.
No members of public present.
91.20 – Cllr McNally (LCC & ELDC) - Report
Cllr McNally had nothing to report but was asked about the NPR camera for the village, which has been put aside for now due to Covid 19. He reported that there is no central funding but District Councillor grants could be used. He was not sure of the initial cost but would look into it and also there is on ongoing annual cost. The camera belongs to the Police and they hold all the data.
Cllr Rickett and Cllr McNally would discuss this further.

92.20 – Declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.
Cllr Henderson declared her interest in the precept as a Church Warden.
93.20– Minutes
The minutes of the previous meeting were taken as read but could not be signed.
94.20 – Matters Arising/Clerks Report
Village Hall work is still not complete there is a tree behind the apple tree with a lot of undergrowth and ivy growing around it which still needs to be cleared. Cllr Parkinson to contact contractor.
Cllr Osbourne will put a notice on the Notice Board for the Parish Council vacancy if the Clerk could forward one.
A quote for £32 to repair one of the ropes on the play equipment has been received. Proposed by Cllr Parkinson that it goes ahead, seconded by Cllr Mason.
95.20– Financial
Report accepted.
No cheques.
Precept costings and expected expenditure have been forwarded to all Councillors. This was discussed and it was proposed by Cllr Rickett that it go ahead as shown, seconded by Cllr Parkinson, all in favour.
A precept of £11,775 will be requested, this equates to a 2% rise and will cost a Band D property £47.24 per year.
Precept will be allocated: admin 4200; V.Hall 750; Churchyard 1100; Play field grass 1000, Play area 500; War Memorial/grass verges 500; Misc/S135 200, PWLB 3525

Planning N/118/002247/20 – Littlefield Farm Section 73;
Cllr Rickett declared interest and left room.
Cllr Osbourne reported that most of the Councillors attended an informal meeting to discuss this application
and drew up a list of comments which the Clerk pulled together, this was submitted to Councillors for approval, subsequent amendments were made which were approved by 3 Cllrs before being submitted on 11th January, 2021. We did obtain an extension due to Christmas and Covid 19

Speed sign – The Clerks from Alvingham and Covenham have contacted Clerk stating that the rota for one month at a time is not very practical and could we look at changing it, they offered a couple of alternative suggestions and it has been agreed, with Councillors approval, to move the speed sign every two months from now on. Councillors approved of this. The speed sign is next due in Grainthorpe, from Covenham for May and June and will be passed to Marshchapel for July and August.
Grass verges in Church Lane are in a very poor state.
Pop in is now open as a ‘Carry Out’ every Tuesday, price £4.00
Drainage problem on Sea Dyke Way is still on list to be done.It is still flooding.
The hedge next to the footpath between Marshchapel and North Cotes needs trimming back, Clerk to contact Caudwells.
