Minutes of the Parish Council Meeting of Marshchapel Parish Council held via the Zoom App on Tuesday 9th February, 2021 at 8:10pm
Present: Cllrs. P Rickett (Chair); S. Osbourne, C. Henderson, R. Cordy, H. Mason, R. Parkinson and S. Atkin
Also present : Cllr D. McNally. (ELDC & LCC)
Clerk: Mrs P. Plumridge
Members of the public have been given the opportunity to join the meeting if they contact the Clerk for the meeting ID and password or by obtaining the meeting ID and password from the Agenda on the web site.
Cllrs were asked to confirm if they were alone in room or if members of public present. All confirmed they were alone.
No members of public present.
102.20 – Cllr McNally (LCC & ELDC) - Report
Cllr McNally asked if anyone had anything to raise with him. The Clerk reported she has again been contacted by a member of the public regarding the unsafe tree in Hallgarth, to which nothing has been done. Cllr McNally promised to look into it again.
The road by the side of the canal leading up to Firebeacon Lane is in a very poor condition, parts of the retaining wall are slipping into the canal and it is very unsafe. Cllr McNally to investigate.
Cllr McNally then reported that the CC will be setting their budget next week. He also reported they have a ‘green’ plan for saving carbon emissions by working from home, planting trees etc.
ELDC will be publishing a Local Plan – Issues and Options on 15th February with a consultation period of 8/10 weeks. He stated that the PC should take the time to give their opinions. He would forward further information to the Clerk.
103.20 – Declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.
Cllr Rickett declared his interest in planning application no: N/118/002247/20 – Littlefield Farm Section 73.
104.20– Minutes
The minutes of the previous meeting were taken as read but could not be signed.
105.20 – Matters Arising/Clerks Report
Village Hall work is still not complete there is a tree behind the apple tree with a lot of undergrowth and ivy growing around it which still needs to be cleared and Clerk has brought this to the attention of contractor.
The ropes on the play equipment have not yet been repaired, though quote accepted.
The handyman job repairs have not yet been done, nobody has quoted, Clerk to advertise again on both ‘spotted’ sites.
The hedgerow down to the Horseshoe Point turning has been cut by Caudwells. It was due to be done anyway.

106.20 Co-option of new Councillor
Two candidates were interviewed by Vice Chair – Cllr Osbourne, Cllr Cordy and Clerk. Both were strong candidates with good range of skills. Rationale was forwarded to all Councillors after the interviews and it was proposed by Cllr Cordy that we co-opt Ms Victoria Claricoates to the Parish Council, this was seconded by Cllr Osbourne. All in favour.
Clerk to write to both candidates informing them of our decision.
It was noted that the skill set of the other candidate would be greatly appreciated on the Village Hall Committee and the Clerk will inform him of this.
107.20– Financial
Clerk answered query about a payment in PC contingency, and report accepted and approved.

109.20 Village Hall
Nothing to report.
110.20 – Planning
Planning N/118/002247/20 – Littlefield Farm Section 73;
ELDC’s decision arrived after correspondence list sent out, application has been approved and Section 73 remains a condition.
We have also been informed that The Post House is being investigated further.
There is also concern about the road closure and subsequent link up of water supply to the caravan at the northern end of the village, County Councillor taking this up.

111.20 – Chairman’s Items
Chair suggested we could purchase litter picker uppers and hoops for rubbish bags for two lady’s who are keeping the village tidy. He will try and catch them to see if they want them.
112.20– AOB
Clerk reported that she had tried to get an up to date copy of the Village Directory from the person who produced the last one but this was not forthcoming so she has re-drafted it in a simpler format. It is now on the web site to be viewed or as a pdf to be printed, as a single fold, double sided A4 sheet
Cllr Osbourne reported that she thinks the Clerk should receive holiday pay, as the Parish Council is legally her employer. She will look into this further and has asked for it to go on next Agenda

Tuesday 9th March, 2021 - 7.30pm Trust and 7.45pm Parish Council.
