Minutes of the Annual Parish Council Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 4th May, 2021 at 7.58 pm

 

Present:  Cllrs. P Rickett (Chair);  S. Osbourne (Vice),  C. Henderson,  R. Cordy, H. Mason, S. Atkin.

Apologies:  Cllrs R Parkinson & V. Claricoates (reasons accepted)

Other apologies:  Cllr D. McNally (ELDC & CC)

Also present Mr Joe Pepper and Mr Edward Mossop.  (See item 11.21 – Village Hall)

1.21  - Chair

The Chairman opened the meeting and asked for nominations for Chairman for the next year.

 

Cllr Rickett was nominated and proposed by Cllr Osbourne

There were no other nominations; Cllr Rickett accepted the nomination

Cllr Henderson seconded the proposal.

Cllr Rickett accepted and took the Chair

 

2.21 – Vice Chair

The Chairman asked for nominations for Vice Chair.

 

Cllr. Henderson  nominated Cllr  Osbourne.

There were no other nominations; Cllr Osbourne accepted the nomination.

Cllr. Mason seconded  the proposal.

Cllr. Osbourne accepted the position as Vice Chair.

 

3.21-  Others

 

Other Reps would be finalised at our first face to face meeting.

 

4.21 -  Open meeting for Members of Public

 

No members of public present.

 

5.21 – County Councillor and District Councillor Reports

 

None.

 

6.21 – Clerk to receive declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

 

Cllr Rickett declared and interest in the two planning applications at Eskham due to the proximity of them to his in-laws home.

 

7.21 – Minutes

 

The minutes of the previous meeting were moved and will be signed at a later date.

 

8.21  -  Matters Arising

 

The work at the Village Hall is now complete.

The remedial work on the play equipment is still an issue, Cllr Atkin volunteered her husband to look at it.

 

TEJ Contracting to be asked to fix fence.

 

9.21 – Financial

 

Financial statement approved.

 

Six cheques.

852 – LALC – Membership fees and Zoom license - £356.13;

853 – Zurich Insurance - £307.11;

854 – Contractor – Grass cutting - £132.00;

855 – Lindsey Marsh Drainage Board - £14.05;

856 – P. Plumridge – Internal Audit fee for Auditor (bottle of gin) - £16.00   (on offer at Tesco)

 

It was proposed we pay these by Cllr Rickett, seconded by Cllr Osbourne.

11.21 Village Hall

 

This was discussed at the beginning of the meeting from 7.30 – 7.53 due to other commitments for Mr Mossop.

Mr Pepper gave an over-view of the situation and confirmed that the Village Hall belongs to the Village Hall Charity but the land it is on is not registered with the Land Registry, this in itself is not a problem it is still covered by old style deeds and there is no legal issue.  However it would be good practice to register it with the Land Registry whilst there are still people about with the local knowledge.

 

The PC office  at the back of the Village Hall is not legally documented as it was an informal agreement to build on the back of the Hall and let the Village Hall hire out the meeting room when the PC were not using it.  There is no formal documentation as to who is responsible, etc.

 

Mr Pepper suggested setting up a long lease for the Parish Council with an occupational right.  This could be anything from 99 to 999 years.  This would give better protection and the PC would contribute to the utilities.  The PC would be responsible for the repairs on their part of the building.

The PC could still let the VH use and rent out the room, when not in use.

 

Mr Pepper suggests we register the land, this will ‘future-proof’ it and regularise the PC use by way of a long lease.

 

Mr Mossop, as one of the Trustees, fully supports this, and is happy to proceed, provided PC fund it all.

 

Mr Pepper will require joint instruction from the VH and the PC and will email to confirm this.  His costs will be kept to a minimum but there will be costs involved.

 

Mr Mossop and Mrs Plumridge will look out the original plans for the extension.

12.21 – Playing Field

 

There is still a problem on the field with evidence of illegal highs being used.

Youths are still riding their motor bikes on the field but have now been spoken to by the Police.

 

Clerk asked for clarification over what sort of bench to purchase.  It was agreed a recycled picnic bench, Clerk to ask for recommended installation method to make it immovable.

 

13.21 – Planning

 

N/118/00677/21 – The Old Hall – perimeter fencing – Supported.

 

N/118/00742/21 – Joiners Cottage, Eskham – extension.  Attention to be drawn to the heating system which is currently log burner and looks to be continuing that way.  Chimney causes a lot of smoke pollution to neighbours and PC are not sure if there is legislation in place for a height that the chimney should be.  At present it doesn’t work efficiently.  Otherwise Support.

 

N/118/00787/21 –Bridge Cottage, Eskham – demolish and rebuild sunroom – Supported.

14.21 – Chairmans Items

 

Everyone was made aware that this was the last legal ‘virtual’ meeting we could hold.  We have now done what we are bound to do by law, appoint Chair and Vice and hold Annual Parish Meeting, so we could postpone any future meeting until July, after the 21st June release date.  Most Councillors were happy to do this, most of them would have had 2nd jab by then and we could still wear masks if necessary but it is reported that all restrictions would be lifted.
