Minutes of the Parish Council Meeting of Marshchapel Parish Council held via the Zoom App on Tuesday 13th April, 2021 at 8:03pm

Present:  Cllrs. P.  Rickett (Chair);   C. Henderson,  R. Cordy,  H. Mason,  R. Parkinson , S. Atkin

and V. Claricoates

Apologies :  Cllr S. Osbourne and Cllr D. McNally. (ELDC & LCC)

Members of the public have been given the opportunity to join the meeting if they contact the Clerk for the meeting ID and password or by obtaining the meeting ID and password from the Agenda on the web site.

 

Chair opened the meeting and asked that all Parish Councils observe one minutes silence in memory of HRH Prince Philip, The Duke of Edinburgh who passed away on Friday 9th April, 2021.

Clerk reported that she had signed the Condolence Book on behalf of the Parishioners and Parish Council of Marshchapel.

Cllrs  were asked to confirm if they were alone in room or if members of public present.  All confirmed they were alone.

No members of public present.

124.20 –  Cllr Rickett  (ELDC) -  Report

Cllr McNally was unable to attend the meeting but had forwarded a report to Cllr Rickett who reported that the County Council have now scheduled the repairs on the Canal Road. 

The tree in Hallgarth is still ongoing.

Sea Dyke Way drains have now been jet cleaned and they are waiting to put a camera down to assess the current state of them.

ELDC have put into place some apprentice schemes under the headings Care for Coast, Care for Community and Care for Countryside.

The rough sleepers team have been monitoring the situation again, there is currently only one person who does not want help.

Overnight urgent care is available in Skegness and Mablethopre.

125.20 –  Declarations of pecuniary or non-pecuniary  interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

The minutes of the previous meeting were taken as read but could not be signed.

127.20 – Matters Arising/Clerks Report

Contractor has been back to Village Hall, Cllr Parkinson will confirm if everything is now as expected.

The painting of the multi play equipment in the Playing Field should be done this month, the other remedial work required is still outstanding as no one can be found to do the work.  The rope on the ‘walk way’ is in the process of being done.

128.20– Financial

Report accepted and approved.

Two cheques.

850 – TEJ Contracting – Play area - £80.00

851 – Supplier – grass cutting - £66.00

Cheque payments proposed by Cllr Rickett, seconded by Cllr Henderson

The books have been returned by the Internal Auditor and his report has been received and noted;

The Annual Governance Statement has been circulated, it was approved;

The Accounting Statements have been circulated, it was approved;

The Certificate of Exemption was approved.

Proposed Cllr. Rickett, seconded Cllr Parkinson, all in favour.

The commencement date for the exercise of public rights will be Monday 14th June to Friday 23rd July, 2021.

130.20 Village Hall

We received an email from Mr Pepper today, Chair will discuss his at next meeting when he has had time to look at it carefully.

The gentleman who had been randomly cutting the grass in front of the Village Hall does not wish to have the job on an official basis.  He now needs to be informed that when (if) he does continue to cut the grass  he is doing it at his own risk and liability.  The reason the PC wanted to make this official was because we had been advised  we could cover him with our own public liability insurance.

131.20  Playing Field

The state of the benches on the field was discussed, along with the damage being caused by youths in the village.  This is a growing problem, not just in Marshchapel but nationally.

When it is appropriate to do so anyone witnessing damage of unsociable behaviour on the field is encouraged to ring 101.

We have been made aware of a problem with broken glass, which Councillors have kindly done their best to clear on a regular basis.

Going forward, we will replace the bench, it was proposed by Cllr Rickett that we purchase a recycled bench up to £400, this was seconded by Cllr Mason.  The new bench will be fastened down.

132.20 Planning

No planning. 

Following informal meeting our comments have gone in for the Consultation on Issues and Options on Local Plan.  The Parish Council supported extending the Plan until 2041 and also supported the District remaining in two zones, coastal and inland.   They also supported settlement hierarchy being led by two main towns of Mablethorpe and Skegness with limited development in main villages.  Their attention was also drawn to Joint Central Lincolnshire Local Plan Section LP4

133.20 – Chairman’s Items

Following re-introduction of face to face (subject to court proceedings) on 7th May Chair asked if  Councillors wished to renew Zoom license for reduced rate of £119.  It was discussed and felt that it would be a good idea to continue with the licence in the hope that Zoom meetings could continue.  At the moment not everyone is happy to have face to face meetings and if we can continue to meet by Zoom, we will do so.  Proposed by Cllr Rickett, seconded Cllr Parkinson.

Any face to face meetings will have to follow strict Covid regs.
