Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 14th January, 2020 at 7:30 pm

Saving the planet
Lincolnshire's Energy from Waste plant reached a huge landmark in September when it processed its millionth tonne of waste.
And also a food waste trial to cut contamination is hailed as a success along with a separate paper and cardboard collection trial.

Banish Batteries from your bins

110.19 –  Declarations of pecuniary or non-pecuniary  interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

All Councillors declared interest in setting precept.

111.19– Minutes

The minutes of the previous meeting were taken as read and signed.

112.19 – Matters Arising/Clerks Report

Question arising from call centre phone numbers not being shown on incoming calls, Cllr Rickett has not got an answer yet.

Water leak in meeting room seems to have occurred because of freak conditions as no cause can be found at present.  Continue to monitor.

The trees at the Village Hall, Cllr Parkinson will meet contractors on site so we can move forward with three quotes.

Electricity Bill, this was a genuine email, Cllr Osbourne has looked into it, it aims to supply power collected locally to local people. 115 MP’s have supported it. It was agreed to put it on the May Agenda and monitor if any other local Councils support it.

Flood in property in Church Lane is ongoing,  Cllr Mossop is involved (it involves land he farms) and he intends to do some work on the dykes to see if this helps, before we take it further.

113.19– Financial

Financial statement approved and signed.

At meeting – 1 cheque – (Contractors names are in account book) 815  - Electrical work at Village Hall - £395.40

Precept was discussed. Provisional costings and plan was forwarded to Councillors to study before meeting.

We have provisional costings of £11,845, these were amended down to £11,545 with savings on War Memorial, (Cllr Henderson agreed to maintain it), no office equipment, and S137 lowered.

Breakdown is as follows:  admin £4150, Village Hall £1300, churchyard £800, playing field grass £1000, play area £650, S137 £120, Loan PWLB £3525 – total £11,545

A 3% rise would raise £11,536. This was proposed by Cllr Rickett and seconded by Cllr Osbourne, All in favour. This 3% rise will add an extra £1.36 a year to a Band D property, making their precept cost £46.70 per year or 90p per week.

Approval of LALC Training Scheme proposed by Cllr Rickett, seconded Cllr Parkinson, all in favour.

116.19 – Damage Report

Complaint re leaves on pavement making it dangerous and slippery near Rookery Farm, Cllr Rickett to attend to.

Church Lane, BT cover on hole in road, Clerk to report.

117.19– Chairman’s Items

Question was raised whether landowner or Highways had given permission for sign on roadside pointing to shop. As it is outside Lapstone Villa, Clerk will ask Mr Mossop, land owner.

118.19– AOB

Clerk was asked how much longer the PWLB loan would run and if there could be a settlement figure.  She will find out for next meeting.
