Minutes of the Parish Council Meeting of Marshchapel Parish Council held via the Zoom App on Tuesday 8th September, 2020 at 7:45pm
Present: Cllrs. P Rickett (Chair); S. Osbourne, C. Henderson, R. Cordy, H Mason, R. Parkinson & S. Atkin.
Also present: Cllr D McNally (LCC & ELDC)
Clerk: Mrs P. Plumridge
Members of the public have been given the opportunity to join the meeting if they contact the Clerk for the meeting ID and password.
Cllr were asked to confirm if they were alone in room or if members of public present. All confirmed they were alone
No members of public present.
47.20 – Cllr McNally (LCC & ELDC) - Report
LDC are proposing to allow caravan parks to stay open through the winter to help businesses have extended season due to Covid 19. This will be in place for 2 years and will apply to tourers and statics.
ELDC is having checking on housing standards that don’t meet the minimum E standard let by private landlords.
The recycling of paper and card will be rolled out next year and should be completely in place by 2024 in all of Lincolnshire.
A1031 closed completely at Tetney for 2 weeks and in the daytime for a further 4 weeks from 28th September.
Cllr McNally was also asked about the state of Littlefield Lane, it is falling into dykes on both sides and cracking badly in middle making access difficult and dangerous. Cllr McNally will speak to Highways Officer about it.
48.20 – Declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

The minutes of the previous meeting were taken as read but could not be signed.
50.20 – Matters Arising/Clerks Report
The bottom of the Playing Field has now been cleared and the work completed, further work could be done by neighbours, Cllr Parkinson to enquire.
Village Hall work is complete except for small part near cottage, again Cllr Parkinson will get in touch with Contractor and ask him to finish off.
51.20– Financial

835 - Contractor – grass cutting for July - £132.00
836 – P. Plumridge – Wages
837 – HMRC – PAYE
838 – Contractor – grass cutting for August - £132.00
839 – P. Plumridge – Expenses, new cable for disc drive, voucher - £32.99
Proposed by Cllr Rickett that we pay these cheques, seconded Cllr Henderson.

53.20 – Planning

Discussion took place regarding the siting of a caravan in the field behind Jubilee Cottages, this has already been reported to Enforcement and it is now noted that services have been put into field.
54.20 – Chairmans Items
The Rospa report has thrown up quite a few items that need to be addressed, these will be put out to tender via Marshchapel Spotted.
The current situation with regard to Zoom meetings will continue for the time until the situation with regard to Covid 19 improves to a sufficient standard that we can meet face to face.Councillors are all happy to continue with Zoom.
55.20– AOB
Cllr Parkinson has picked up the shared speed sign from Grainthorpe, it is situated at Eskham end of the village and will move to N. Cotes end in a week.Our sign will remain centralised.
There have been no football matches yet on our pitches, the team are looking a purchasing the pavilion, we will look at costs in the future.
