Minutes of the Parish Council Meeting of Marshchapel Parish Council held via the Zoom App on Tuesday 11 August, 2020 at 7:45pm
Present: Cllrs. P Rickett (Chair); S. Osbourne, C. Henderson, R. Cordy, H Mason, R. Parkinson (joined at 7.55).
Apologies: Cllr S Atkin – no reason given, no approval given.
Other apologies: Cllr D McNally (LCC & ELDC)
Clerk: Mrs P. Plumridge
Members of the public have been given the opportunity to join the meeting if they contact the Clerk for the meeting ID and password.
37.20 – Cllr Rickett (ELDC) - Report
Cllr Rickett reported that in the future it looks as if the will be one unitary authority – Lincolnshire County Council - for the whole of Lincolnshire and ELDC will cease to exist. When the Councils merge the number of Councillors will be drastically cut. There is also the possibility there will be a Mayor of Lincolnshire.
38.20 – Declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

39.20– Minutes
The minutes of the previous meeting were taken as read but could not be signed.
40.20 – Matters Arising/Clerks Report
Drains in Sea Dyke Way have now been more thoroughly explored and it has been confirmed there are
blocked connections, this is still being dealt with and is ongoing.
Spring at bottom of Playing Field – not done yet Contractor will complete along with Village Hall when digger available.
41.20– Financial
No cheques
It was proposed to carry on paying the Clerk in accordance with LALC Regs by Cllr Rickett, seconded by Cllr Parkinson.

30.7.20 - Coronavirus information for Parish Councils.
Clerk has received request from Parishioner regarding possibility of LCC placing a mirror to give him better visibility when pulling onto the main road. This has been discussed with Cllr McNally and he has informed us that LCC do not place mirrors on the road side.

44.20 – Chairmans Items
Cllr Rickett reported that Clerk has been on training for new accessibility web site and now needs to get the new web site up and running, this will take a fair amount of time and he proposed that Clerk be paid for an additional 10 hours this month, seconded by Cllr Osbourne, all in favour.
It was reported that a volunteer from Plumtree Drive has cut the grass in front of the Village Hall, (where the daffodils are) a couple of times, using his own mower and petrol.We are grateful he has done this and it was proposed by Cllr Rickett we give him an Amazon voucher for £25, this was seconded by Cllr Parkinson, all in favour.
Cllrs who have not yet forwarded their picture and ‘blurb’ were reminded to do so as soon as possible.
Chair asked if everyone was happy to carry on with Zoom meetings as he felt it was not the right time yet to have face to face meetings, all agreed with this.
45.20– AOB
Cllr Cordy reported that one of the ropes on the play equipment is badly fraying and is down to the steel reinforcement.Although this will be picked up b Rospa it was resolved that Cllr Parkinson would remove it as soon as possible and take it to Cllr Rickett for him to obtain a quote for a replacement, he will the ‘round robin’ the price for approval.
Cllr Parkinson need a cable for the speed sign to enable him to download the data.
Groups of children are congregating in the churchyard in the evenings causing lots of litter, situation to be monitored.
46.20 Date and Time of Next Meeting
Tuesday 8 September, 2020-7.30pm Trust and 7.45pm Parish Council.
No further business, meeting closed at 8.20pm
