Minutes of the Parish Council Meeting of Marshchapel Parish Council held via the Zoom App on Tuesday 14th July, 2020 at 7:30 pm

 

Present:  Cllrs. P Rickett (Chair); S. Osbourne,  C. Henderson;  R. Parkinson, R. Cordy, S. Atkin, H Mason.

Also present: 2 members of public

Clerk:      Mrs P. Plumridge

 

Members of the public have been given the opportunity to join the meeting if they contact the Clerk for the meeting ID and password.

 

24.20  Members of public

Two members of the public joined the meeting.  They wanted to discuss planning application N/118/01027/20 – Lowgate, removal of condition 6 – (private use only), and shared their concerns with everyone.

They were concerned about the change of use from private to business, they had no objection to private use but from the very beginning this has grown significantly.  They are concerned about the siting of a touring caravan which people stay in overnight and a storage container which is on site and very unsitely.   There is a large amount of manure on site which is stored near a water course/dyke.  Deliveries are made at all hours of the day resulting in vehicles turning in their driveway and churning up verges.  It is a noisy site with a lot of shouting and a noisy generator.

There are no proper toilet facilities on site.  The water from the stables was supposed to be collected in water butts, there are none in place.  There is a lack of clarity in the covering letter which tries to downplay the situation, there are no ‘small numbers’ involved.  There are many visitors to the site, some even asking the way, and often up to 8/9 vehicles on site, with no proper car park. They feel planning has been contravened from the beginning.  They live approx 150m away.  Furthermore permission was refused 10 years for a simple veg stall on this lane to sell produce from a polytunnel due to the fact that it was served by poor quality access roads.

The PC have received a number of letters from residents all siting similar objections and which the PC have encouraged residents to forward to East Lindsey Planning Office.

Cllr  McNally will follow this up with Highways, especially the fact that people are reversing on to the Main Road at Eskham bends, in order to navigate the turning.

The PC will send in their comments and NOT SUPPORT this application.  The Environment Agency will be notified about the possible pollution of the dyke.

There will be a virtual meeting of the District Council next week.

The merger of East Lindsey and Boston has been approved and they are going through a process of amalgamation.

There is a scam going on whereby PC are approached regarding filling pot holes by scammers claiming to be from Highways.

Pavement licenses are available in super quick time (10 days) to help businesses post Covid 19.

Clerk had been asked if Harpham Road was going to be surface dressed in the near future, Cllr McNallly has not been notified it will be.

Spring at bottom of Playing Field – update from Cllr. Rickett.

Contractor will complete along with Village Hall when digger available.

Tree in Hallgarth – passed to LCC

Sea Dyke Way drains – passed to Cllr McNally.  The job has been raised but it is unclear at this stage just what has been done.  Again it was emphasised it is the joining pipes which will be blocked.

Poster Competition – Five £10 vouchers were sent out to children who took part in the competition.  Two of them have been acknowledged, the other three have not.  Councillors need to decide who or what to donate the other £10 prize to.
