Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 10th December, 2019 at 7:20 pm
Present: Cllrs. P Rickett (Chair); S. Osbourne (V. Chair), C. Henderson; H. Mason, R. Bealey & R. Cordy. Apologies: None.

94.19 – Police Report
No Police presence – no police report. No forum meeting.
95.19 – Cllr McNally (LCC) - Report
All Parishioners are urged to check online for bin collection days, (Clerk will put on web site). Anyone who pays for the green bin service will be permitted to put out their Christmas tree after the celebrations for collection, it does not have to go in bin.
Rule of no 3G for recycling – NO glitter, grease or grub!! The new Chief Exec will be appointed tomorrow (11.12.19)
Call Connect are operating over Christmas from 23rd December to 2nd January, fares are £1 for adults and children under 15 are free. Details on line and PC web site.

The minutes of the previous meeting were taken as read and signed.

Financial statement approved and signed. Clerk pointed out grass cutting was overspent, Councillors aware of reasons.

814 - Play area cutting contractor - £45
It was proposed by Cllr Rickett that we use the Village Hall money to pay their costs in bringing the Hall up to spec. for the insurers. Seconded by Cllr Osbourne All in favour.

Don’t wish to support Local Electricity Bill at present – Cllr Osbourne to look into more deeply first; Parishioner complaint reference flooding and water table level being investigated by Drainage Board as seems to be blocked dykes and illegal infilling.

102.19 – Training
Cllrs Mason and Henderson reported this was informative. Cllr Atkin did not attend due to illness.
103.19 – Damage Report
Notice Board sticks and is in poor repair – Clerk to get prices of new one.
Keyholme Road is in a poor state of repair although Cllr McNally stated that some repairs have been carried out but they are waiting for puddles and water to drain and dry before they do any more.
Leaking guttering at village hall, also leak in meeting room. Edward Mossop aware of meeting room leak, Clerk has informed Kes, they will discuss on site and get original roofer back.
104.19– Chairman’s Items
Clllr Rickett to look into problem Cllr Osbourne raised with regard to phone number showing from call centre monitor emergency alarms.
Meal out Jan/Feb to be arranged maybe Crown and Anchor, Tetney Lock.
105.19– AOB
Cllr Mason not happy about arrangements in hand for a Paramedic to give defib training, she will re-arrange.
106.19 Date and Time of Next Meeting
Tuesday 14th January, 2020 - 7.00pm Trust and 7.30pm Parish Council. Precept will be set.
No further business, meeting closed at 8.05pm
