Minutes of the Parish Council Meeting of Marshchapel Parish Council held in the Village Hall Meeting Room on Tuesday 10th September, 2019 at 7:30 pm
Present: Cllrs. P Rickett (Chair); S. Osbourne (V. Chair); R. Cordy, C. Henderson and H. Mason
Apologies: Cllr R Bealey and R. Parkinson (reasons accepted for both)
Also present: Cllr D. McNally (LCC & ELDC) and one member of public
Clerk: Mrs P. Plumridge
47.19 - One member of the public present who raised issues with regard to planning application N/118/01086/19, Lowgate, Eskham, Marshchapel. Amongst their concerns was lack of shelter for horses and no water for at least 2 days in height of summer weather. They were also concerned about development in open countryside. Parishioner was informed that Marshchapel Parish Council have already made their comments regarding this application and have raised objections. Parishioner also advised to write to East Lindsey andraise their issues as well. With regard to horse welfare it was suggested that the RSPCA be contacted.
48.19 No Police presence, no report.
49.19 – Cllr McNally - Report
The ‘Blue Badge’ scheme is to be extended to include people with ‘hidden’ disabilities.
Recycling trial of paper and card is taking place in Boston.
Cllr T Ashton will be promoting enforcement in East Lindsey and it will be more robust.
Peer review formal document will be online with a report with recommendations. (A peer review is supportive).
50.19 – Declarations of pecuniary or non-pecuniary interest on any Agenda item in accordance with Localism Act and the Council’s Code of Conduct and Standing Orders.

51.19– Minutes
The minutes of the previous meeting were taken as read and signed.
52.19 – Matters Arising/ Clerks Report (as at 30.8.19)
Speed sign. - Speed sign is now in village further info from Clllr Rickett or Cllr Parkinson.
This is currently up and working and appears to only display your speed if you are breaking the 30mph limit, it is recording data.
Defibrillator at Village Hall - This was commissioned on 20th August and is now fully operational.
Some discussion took place regarding the defib at the shop which EMAS does not seem to be aware of and therefore not utilising. Cllr Mason to make enquiries.
Cllr Mason reported that nobody at the shop seems to know anything about defib and would certainly be interested if we could arrange training for them. Cllr Rickett also expressed a desire to see some sort of training for people in village. Clerk mentioned that she had received training, a few years ago and it is very simple to follow. Anyone accessing the defib gets precise step by step instructions inside the pack, which are very easy to follow. Notwithstanding this training would be greatly appreciated.
The defib needs to be checked monthly and this will be done at each meeting.

All of above approved, proposed Cllr Rickett, seconded Cllr Henderson.

56.19 – Planning
Comments on applications N/118/01362/19 Post House, N/118/01086/19 Lowgate and N/118/01370/19 Marram dealt with during August, ratified. Clerk confirmed comments were returned within time limits.
57.19 – Damage Report
Cllr Henderson reported a drain cover has lifted in the footpath in Plumtree Drive (LH side). Clerk to report.

Fly tipping on double bends at North Cotes, Cllr Osbourne to report.
